Nancy Shoultes was born on November 17, 1859 near the village of Newark Valley (Tioga County), New York. She was the fourth child of Ira Jacob Shoultes (21Nov1827-18Apr1905) and Lana Snapp (14Aug1830-11Aug1894) and grew up on the Shoultes homestead located in the region known as East Newark.

Her siblings were:

According to census records, Nancy attended the local schools during the 1870-1880 period. The extent of her education is not known.

Nancy Shoultes united in marriage with John Niefer (????-????). It is believed that John Niefer was born in Newark Valley as the name is quite prominent in these regions during this period. She is mentioned in her father's last Will and Testament published in 1898 as follows:

Second, I give and bequeath unto my beloved daughter, Nancy Niefer, one undivided fourth of all my household goods, and also one hundred dollars in money.
